Biography
Bridging research, policy and practice.
Two decades spent across government systems, humanitarian contexts and large-scale donor-funded programmes — always with a focus on equity, inclusion and systems that last.
Sudeb Kumar Biswas is a senior education and development leader with over 21 years of progressive leadership experience across government systems, humanitarian contexts and large-scale donor-funded programmes. His expertise spans Training of Trainers (ToT) and facilitation, leadership and management development, teacher professional development and education, child development and parenting, professional communication and workplace learning, and organisational development and consultancy.
Mr. Biswas most recently served as Education Advisor at USAID/Bangladesh (2019–2025), where he led the design and management of a $38.5 million nationwide early grade reading programme in partnership with the Ministry of Primary and Mass Education (MoPME) and the Directorate of Primary Education (DPE). The programme aligned with national reform priorities and reached over 65,000 primary schools and 130,000 teachers. He also designed and managed a $6 million award-winning Early Childhood Development and foundational learning initiative, Sisimpur, implemented by Sesame Workshop, integrating edutainment and multimedia approaches to promote equity and early learning at scale.
Throughout his career, he has worked closely with government institutions, UN agencies, development partners and civil society organisations to design equitable, inclusive and scalable education programmes. His leadership spans programme design and management, monitoring and evaluation, results-based management, partner coordination and team leadership.
His work consistently bridges research, policy and practice. He is a published researcher, with presentations at CIES and UKFIET and peer-reviewed publications including Routledge, and the author of eight published books.
As Founder and CEO of L4D, he brings this experience to schools, NGOs and development partners — designing evidence-based, scalable and context-responsive learning solutions that improve outcomes for all learners, especially the most vulnerable.
